PMRDA Layout Approval: What to Check Before Buying a Plot

Newly developed plotted layout with internal roads and plot markers on the outskirts of Pune (illustrative image)

A plot outside Pune city limits can look perfect on a site visit: wide roads, boundary stones, a gate and a brochure that says “approved”. But if the layout is not sanctioned, or the plot falls in a zone where a house is not allowed, you may struggle to get building permission later. In most villages of the Pune Metropolitan Region outside municipal limits, the Pune Metropolitan Region Development Authority (PMRDA) is the planning authority, so its layout approval is one of the first things to check. This guide explains what PMRDA layout approval means, which documents to ask for, and how to verify them before you pay.

Looking at a plot right now? WhatsApp us the location and 7/12 details and we will tell you what to check before you pay a token amount.

Is your plot under PMRDA, PMC or PCMC?

Start with jurisdiction, because it decides who approves the layout and, later, your house plan. Plots inside city limits come under the Pune Municipal Corporation (PMC) or Pimpri Chinchwad Municipal Corporation (PCMC). Many villages outside these limits come under PMRDA, which works as the Special Planning Authority for its area and applies the Unified Development Control and Promotion Regulations (UDCPR). Some areas have other planning authorities, so do not assume.

The simplest way to confirm is a zone certificate for the survey or gat number. PMRDA has made the zone certificate, part plan and site elevation certificate available online through its GIS-based portal (reported in October 2026), so a buyer can get these before signing anything. The zone certificate shows the land-use zone of the plot, and the part plan shows where it sits on the regional or development plan, including any proposed road or reservation.

What PMRDA layout approval actually means

When a landowner divides land into plots, the layout (roads, plot sizes, open space and amenity space) has to be approved by the planning authority under the development control rules. PMRDA lists three separate layout services: tentative layout permission, revised tentative layout permission and final layout permission. In simple terms, the tentative approval sanctions the proposed plan, and the final approval follows once the layout is developed as per the conditions. Rules and stages can change, so ask the seller which stage the layout has reached and get a copy of the actual order.

Layout approval is not the same as permission to build your house. After you buy a plot in a sanctioned layout, you still need building permission (a commencement certificate) for your own drawings. PMRDA handles these applications online through its BPMS system. Our PMRDA building permission guide explains that next step.

Documents to ask for before you buy

Ask the seller or developer for copies of the following and check that the survey or gat number, plot number and area match across all of them.

DocumentWhat it tells youWhere to verify
7/12 extract (or property card)Owner names, area, land use and any loans, cases or remarks recordedMahabhumi land records portal / talathi office
Zone certificate and part planLand-use zone and whether any road or reservation affects the plotPMRDA online portal

MahaRERA registration (where applicable)Project details, promoter and approvals filed with the regulatorMahaRERA website

NA order or conversion record (older layouts)Whether non-agricultural use is recorded for the land7/12 extract and tahsil office

On NA: under the 2025 amendment to the Maharashtra Land Revenue Code, a separate NA permission is no longer needed in most planned areas where the use is already allowed. Older layouts may still carry NA orders, and it helps to see how the land use is recorded. Read NA permission after the 2025 rule change for details.

How to verify a PMRDA approved plot, step by step

  • Get the survey/gat number and plot number from the seller in writing.
  • Download the 7/12 extract and check the owner names match the seller, and look for loans, disputes or remarks.
  • Get the zone certificate and part plan to confirm the zone allows a house and no road or reservation cuts through the plot.
  • Ask for the layout approval order and sanctioned plan, check whether it is tentative or final, and match your plot’s number, size and road width on the plan.
  • Check MahaRERA if the plotted project is large enough to need registration (see FAQ below).
  • Visit the site with the sanctioned plan and compare roads, open space and plot boundaries on the ground; a joint measurement by a licensed surveyor helps where boundaries are unclear.
  • Get a title search from an independent property lawyer before you pay beyond a small token.
  • Check what you can build: ask an architect to read the zone, road width and setbacks for your plot so you know the likely house size before you buy.

Red flags to watch for:

  • The brochure says “PMRDA approved” but no layout order or sanctioned plan is shared.
  • The plot number or area on the sanctioned plan does not match the agreement or the 7/12 extract.
  • The plot sits on or next to a proposed road or reservation shown in the part plan.
  • The layout on site differs from the sanctioned plan, for example narrower roads or missing open space.
  • The seller says the layout will be “regularised later”. PMRDA does list Gunthewari regularisation among its services, but regularisation depends on the rules in force at the time and is never automatic, so do not buy on that promise.

Frequently asked questions

How do I know if my plot comes under PMRDA or PMC?

Check the village and survey/gat number against the planning authority for that area. A zone certificate and part plan from PMRDA, or the zone/DP remarks from PMC or PCMC for city plots, will confirm it. When in doubt, ask an architect to check before you pay.

What is the difference between tentative and final layout approval?

PMRDA treats them as separate permissions. The tentative layout permission approves the proposed layout plan; the final layout permission is the later stage once the layout is developed as per the conditions. Always ask for a copy of the order and check which stage it is.

Is RERA registration needed for a plotted layout?

Under the Real Estate (Regulation and Development) Act, 2016, a plotted development generally has to be registered when the land exceeds 500 square metres or the number of plots exceeds eight. Search the project on the MahaRERA website. Smaller projects may be exempt, so check the latest rules for your project.

Can I build a house on a plot in an unapproved layout?

You will still need building permission from the planning authority, and an unsanctioned layout can make that difficult or delay it. Building without permission can lead to notices and penalties. Check the layout status first rather than relying on a promise of later regularisation.

Is layout approval enough to start construction?

No. You also need building permission for your house plan before construction starts. See our building permission documents checklist to prepare.

Talk to us before you pay for a plot

Since 1995, SB Square Projects has worked on architecture, building permissions and construction in and around Pune. Before you commit, we can read the zone certificate, part plan and sanctioned layout with you, tell you which approvals your house will need, and give you an early idea of what can fit on the plot. If you go ahead, we can take the project through design and building permission, and on to construction.

A short check before you pay can prevent costly problems later. Send us the plot location, 7/12 extract and layout documents, and we will tell you what to verify and what you can build. WhatsApp SB Square, see our bungalow architect services, or visit our building permission consultant page to book a consultation.
