Occupancy Certificate & Completion Certificate in Pune: Documents and Process

P.G. hostel building at Government College of Engineering, Karad – constructed by SB Square Projects LLP for PWD

A building is not complete in the eyes of the law when the last coat of paint dries. It is complete when the local authority has inspected it and issued an occupancy certificate (OC). Many Pune owners and builders find this out late, when a bank, a society registration or an electricity connection asks for it. This guide explains, in plain language, what the occupancy and completion certificates are, who issues them in Pune, what is usually needed and how to avoid delays.

Occupancy certificate vs completion certificate

The two are often mixed up, but they are different steps:

  • Completion certificate: the owner and the architect (and, where required, the structural engineer) certify that the building has been built as per the sanctioned plan. PMRDA’s published checklist includes the completion certificate forms (Appendix H and Forms H-1, H-2, H-3) signed by the owner, architect and licensed engineers.
  • Occupancy certificate: the legal document issued by the municipal authority after it inspects the completed building. It confirms that the construction follows the approved plan and rules and that the building is fit for occupation.

Who issues it in Pune?

It depends on where the property is located. Check the location of your plot first:

Location of the buildingAuthority that issues the OC
Within Pune city limitsPune Municipal Corporation (PMC)
Pimpri-Chinchwad areaPimpri Chinchwad Municipal Corporation (PCMC)
Pune Metropolitan Region outside PMC and PCMCPune Metropolitan Region Development Authority (PMRDA)

Documents usually needed

The exact list depends on the authority, the type of building and the plot size. As an example, PMRDA’s published list of documents for the occupancy / completion certificate includes:

  • Latest 7/12 abstract, property card or Form II (for TPS) showing any amenity space or road area handed over to the authority
  • Final demarcated layout and certified photographs of the building from all sides
  • Completion certificate forms signed by the owner and architect, and the structural stability certificate from a licensed structural engineer
  • Final fire certificate and lift certificate from the competent authorities, where applicable
  • Final tree completion certificate from the authority
  • Compliance certificates for water, sewerage and waste-water recycling; rainwater harvesting for plots above 500 sq. m and solar energy for plots above 4,000 sq. m
  • Pollution control board documents and an aviation certificate, where applicable
  • Certified completion plan by the architect or licensed person, and the record plan if applicable
  • Indemnity bond if you apply for a part occupancy certificate

PMC and PCMC have their own checklists. Always ask for the latest list from the authority that handles your file, because requirements change.

Steps in the process

  1. Finish the work as per the sanctioned plan. Any change should be approved first through a revised plan.
  2. Collect the final certificates from the architect, structural engineer, fire department and other departments as applicable.
  3. Submit the application with the documents to the concerned authority (PMC, PCMC or PMRDA).
  4. The authority scrutinises the file and inspects the building.
  5. After clearing the observations, the occupancy certificate is issued.

Timelines and fees depend on the authority and the project, so ask for the current schedule before you plan possession dates.

What happens if you occupy without an OC?

Moving in without an occupancy certificate can lead to:

  • penalties, disputes or action from the municipal authority
  • delays in housing society formation, conveyance or property mutation
  • problems with permanent utility connections
  • home loan rejection by banks and lenders

Common reasons for delay

  • Construction that differs from the sanctioned plan, with no revised approval
  • Missing fire, lift or tree certificates
  • Amenity space or road area not yet handed over or recorded
  • Mismatch in names or area between the 7/12 or property card and the plan
  • Incomplete structural or completion certificates

Most of these are avoidable if the plan, approvals and site work are handled together from the start. That is why many owners prefer one team for turnkey construction and permission follow-up.

Frequently asked questions

Can I check whether a building has an OC online?

Yes, often. Open the website of the concerned authority (PMC, PCMC or PMRDA), find the building permission or OC status section, and search with the building name, address, CTS or survey number. If the online record is missing or old, visit the office.

Is an OC needed if I am building my own house?

The rules apply to buildings that were sanctioned through the authority. Requirements can vary by plot and project, so check the latest rules for your plot with the authority or your architect.

Can I get a part occupancy certificate?

Part occupancy is possible in some cases. For example, PMRDA’s list asks for an indemnity bond when applying for a part occupancy certificate. Check whether your project qualifies.
